I think it's figurative language. I don't think it means that you shouldn't eat to your heart's content, but rather that you need to stay hungry for knowledge and adventure, keep learning, searching, and reaching for your dreams. "Stay hungry" can be understood as "stay eager". "Stay hungry, stay foolish" is actually a quote Steve Jobs mentioned in his Stanford commencement speech. But it's true that here, out of context, it can be misinterpreted!
